Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Fiscal Director for its office location in Bemidji, MN.

The Fiscal Director serves as the chief financial officer for the Agency, providing financial planning and advice on accounting practices to the Executive Director and/or the Board of Directors.  The Fiscal Director is responsible for the establishment, implementation and efficient operation of all accounting and financial systems for an approximate $7 million non-profit agency.  Responsible for advanced troubleshooting and analysis, establishing functional policies and making tactical decisions within overall strategic direction. Directly supervises Fiscal staff.

REQUIREMENTS: A Bachelor of Science Degree in Accounting is required and a CPA qualification is preferred.  Education and work experience should have provided extensive knowledge of fund accounting, cost allocation, indirect cost rate, contracting for services, and reporting for multiple programs being operated under diverse and complex rules and regulations.  Proven supervisory experience working with staff involved in diverse and varied areas of accounting is necessary. Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Human Resources Manager for its office location in Bemidji, MN.

The Human Resources Manager manages the Human Resources functions of employee relations, compensation, benefits, performance management, recruiting and hiring, training, legal compliance, and record keeping for BI-CAP.  The HR Manager identifies, researches, and provides leadership in the preparation and recommendation of employee policies for the organization. Responsible for providing human resource services for agency staff of approximately 120 employees. Directly supervises Office Support Staff and serves as an on-site supervisor for the Bemidji location.

REQUIREMENTS: Minimum job requirements are a four year degree in Human Resources Management or equivalent, HR Management Certification, and/or 2+ years of experience in a Human Resources Leadership role. Requires a valid driver’s license. Must have a strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity. Bi-County Community Action Programs, Inc. (BI-CAP) is seeking an Accounting Records Technician for its office location in Bemidji, MN.

The Accounting Records Technician participates in all of the Fiscal Department’s support functions and effectively provides services and information to Agency Programs funding sources and auditors. Incumbent follows detailed instructions from the Fiscal Director. Incumbent has a limited degree of latitude to determine the best way to perform required duties. Provides as needed Front Desk Coverage for the agency.

REQUIREMENTS: This position requires a high school diploma or equivalent and two years of administrative experience, or equivalent. Satisfactory completion of introductory accounting courses and a basic understanding of accounting and payroll principles preferred. Must have a strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity. Applicants must meet DHS & MN Rule 3 licensing requirements.

Part-time, 25 hrs/wk, unbenefited. Hourly position at $12.00-13.50/hr+ DOQ. Holiday Paid and PTO provided, per agency policy guidelines.

Beltrami County

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Nutrition Coordinator for its Head Start location in Bemidji, MN.

The Nutrition Coordinator oversees the nutrition components of the Early Head Start/Head Start program and the planning, coordination and preparation of well-balanced, nutritious meals and snack for children and adults in accordance with the requirements of the USDA Child and Adult Care Feeding Program. Provides direction in food preparation and education and responsible for records maintenance, compliance and assigned reports.  Supervises, mentors and supports kitchen staff at multiple Head Start locations.

REQUIREMENTS: Must have Food Manager Certification or be willing to obtain within three months.  One to two years related experience and/or training is preferred but not required. Must have strong organizational and computer skills.  A valid driver’s license and current auto insurance are required to attend meetings and the ability to attend out of town overnight meetings as required.

Full-time 32 hours a week during the school year, part-time up to 20 hours a week in the summer. Starting ASAP. $15.94/hr+ DOQ, w/benefits through the school year.

 

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking an Early Head Start/Head Start Family Coach/Float for its Head Start location in Blackduck, MN.

EHS Family Coach uses relationship-based practices with parents and expectant parents as the primary mode of service delivery.  Through ongoing interactions in home visits and socializations, continued strong relationships help support and strengthen parents' or expectant parents’ abilities to nurture the healthy development of their children. The Float position provides support in classrooms by participating in activities and maintaining sufficient adult leadership in the classroom to accomplish learning objectives and maintain program requirements.

REQUIREMENTS: Requires Home Visitor or Infant/Toddler CDA. Prefers 2 or 4 year Early Childhood Education. Requires valid driver’s license, auto insurance and reliable transportation available to attend family home visits.

Year round position; full-time 40 hours a week during the school year, 20 hours a week in the summer, starting July 2nd. $13.78/hr+ DOQ, w/benefits through the school year.

REQUIREMENTS: Assistant Teacher requires Preschool CDA; or enrolled in a CDA to be completed within 2 years; or enrolled in a program leading to an AA or BA in early education.
