Family Homeless Prevention and Assistance Program (FHPAP)

The Family Homeless Prevention and Assistance Program (FHPAP) is designed to provide direct service assistance and housing counseling to prevent homelessness or to move homeless families into stable housing.  Available in Beltrami and Cass Counties.

Long Term Homeless Services Program

BI-CAP is one of nine partners (six counties and three reservations) that make up the Northwest Coalition, a group organized around the DHS Long Term Homeless Services Program funding.  The purpose of the funding is to promote housing stability.  Services include case management and direct financial assistance.  To qualify as long term homeless, individuals must have experienced one year of homelessness or have experienced four episodes of homelessness in three years. The program is available in Beltrami and Cass Counties and is funded by State Department of Human Services.

Long Term Homeless Rental Assistance

The Long Term Homeless Rental Assistance Program works in tandem with the DHS Long Term Homeless Services Grant.  The program provides rental subsidies for those experiencing long term homelessness.  Participants are expected to pay 30% of their income for housing and the subsidy pays the rest.  The program is available in Cass and Beltrami Counties and is funded by MN Housing.

Transitional Housing

BI-CAP own and/or manages 11 scattered-site transitional housing units throughout Beltrami and Cass Counties. The housing is interim shelter between homelessness and permanent housing. Maximum tenancy is 24 months. Homeless families with children are the priority for BI-CAP transitional housing. Using the home visiting model, housing specialists and the family work together to overcome barriers, develop skills, and create a permanent housing plan. The program is funded by MN Department of Human Services Office of Economic Opportunity.

HUD Transitional Housing

Cass County Scattered Site Transitional Housing Program provides interim housing between homelessness and stable housing.  Clients find affordable units on the open market and pay 30% of their income on housing and work with housing specialists on budgeting and a permanent housing plan. Maximum participation in the program is up to 24 months.   The program is a Continuum of Care Program funded through HUD (Housing and Urban Development).

Permanent Supportive Housing (PSH)

Permanent Supportive Housing serves those that are experiencing homelessness and also have a documented disability.  The program provides a housing subsidy and support services.  Clients find housing on the open market and pay 30% of their income on housing.  The program is available in Beltrami and Cass Counties and is a Continuum of Care Program funded through HUD (Housing and Urban Development).

Rental Assistance Program (RAP)
RAP is a rental assistance program that assists in making housing affordable for families in Cass and Beltrami Counties.  Clients find housing on the open market and pay 30% of their income on housing.  The program is funded by MN Housing.
Conifer Estates Supportive Housing

BI-CAP is the primary service provider for the Conifer Estates Supportive Housing Development.  Conifer Estates is a 20 unit townhome project located in Bemidji that provides affordable housing and support services to long-term homeless families.  The project collaborates with the Red Lake and the Leech Lake Indian Tribes.  BI-CAP is responsible for six units of permanent supportive housing and three units of transitional housing while Red Lake is responsible for five units and Leech Lake is responsible for five units of permanent supportive housing.  The long-term homeless portion is funded by MN Housing and the transitional units are funded by HUD (Housing and Urban Development).

Beltrami County Housing Locator Program

The Housing Locator program works with Persistent Mentally Ill individuals who are referred by a Beltrami County case worker.  The Housing Locator works closely with clients to secure housing.

Foreclosure Prevention Assistance Program (FPAP)

BI-CAP operates the Foreclosure Prevention and Assistance Program (FPAP) in Cass and Beltrami Counties.  A certified Foreclosure Specialist counsels clients that are facing foreclosure.  Funding is provided by MN Housing.  

Emergency Food and Shelter Program (EFSP)

Emergency Food and Shelter Program (EFSP), (formerly FEMA)  is available in Cass and Beltrami Counties. A local board for each county consisting of representatives from various organizations determines how funds will be distributed. BI-CAP's EFSP funds are used for first month's rent, eviction prevention, mortgage foreclosure and/or utility assistance. EFSP funds are also distributed to area food shelves, soup kitchen and shelters.
